Elena is a seasoned environmental professional with 40 years of experience spanning the roles of researcher, conservation biologist, and ecosystem program manager. She specializes in bridging complex biodiversity science with international development policy, ensuring that large-scale infrastructure and resource projects meet the highest environmental standards.

Key Expertise

  • Environmental Safeguards: Extensive experience in Environmental and Social Impact Assessments (ESIA), Strategic Environmental Assessments (SEA), and the design of Environmental and Social Management Systems (ESMS) in line with International Financial Institution (IFI) requirements.
  • Technical Studies: Expert in habitat evaluation, environmental modeling, GIS, and the application of the mitigation hierarchy in development projects.
  • Infrastructure & Wildlife: Specialized knowledge in the assessment and mitigation of linear infrastructure (roads and power lines) impacts on wildlife, with successful project implementation in Canada and South East Asia.
  • Capacity Building: Proven track record in developing professional curricula and leading training for decision-makers on Sustainable Development Goals (SDGs) and natural resource management.
